Water's Edge $1k Down Payment Program
Buy one of the lots by the Valley Golf Course and put $1k down as earnest money with the remainder due at closing. Construction must be completed within eight months of the agreement. Contact the EDA to learn more.
$500 Landscaping Grant
Build a new housing East Grand Forks and qualify for the $500 grant towards shrubs, trees, and perennials. Submit the form after the house is built and closed on within the first year of occupancy to be considered. Use the button below and submit to the EDA
2-Year Tax Abatement Program
Build a new house in East Grand Forks and qualify for the 2-year property tax abatement program. House must come up to full value (typically by year two). This program credits your property taxes back for two years and the cost burden is shared by the city, county, and school district. $100k Building Reimbursement Program
Builder incentive! Available to licensed, bonded, and insured contractor in the state of MN to apply for reimbursement on building supplies up to $100k. Our current capacity is 2 active projects. Contact the EDA to learn more.
Gate City Home Improvement Program
Low interest home improvement loans available through Gate City. Max $100k with 10 or 15 year repayment plans with APR as low as 4.49%, contingent on terms, conditions, and loan amounts.

Low Interest Rehab Loans
Available for residents and businesses to apply
The HRA also administers a Levy Revolving Rehab Loan Program in Kittson, Marshall, Pennington, Polk, Red Lake and Roseau counties. These rehab funds are specifically allocated to each county and are made available as low-interest loans to homeowners and businesses. An online loan application can be found here.
